Premise

The Provisional Monarchic Constitution promulgated by the Royal Decree No. IX of December 1st, 1988, provides in article No.54, that some competencies are of sole exclusive relevance of the Chief of the Royal House himself. In particularly, in chapter "f" it is indicated that it is up to the Chief of the Royal House to "Promote Foundations, Associations and Entities of whatsoever nature, national and international".

Furthermore, the Norms of General Character, while referring to the fundamental statute principles, report combined readiness in article No.14: "The Chief of the Royal House Administrates by right, for life, and menages all the movable or immovable goods as well as the money of the House. He is authorised to menage, in the ways and times he retains final most opportune in his decision, the goods mentioned; to open bank accounts in the name of the House, administrating them in the first person; he can nominate, should he find it opportune, "special attorneys", also with provisory mandates and for single operations, to be decided on a case-by-case basis.". Also in article No.23: " The property of Royal House of Portugal is constituted, among others, of: chapter "f" "Whatever form of legal entry".

The above said is a clear evidence that it is exclusive capacity due to the Chief of the Royal House to arrange for suitable instruments falling into the constitutional monarchic context, for definitions of structures necessary to define single or multiple operations of financial interest.

I, Dom Rosario, Chief of the Royal House of Portugal and Algarves etc., for the Grace of God and Right of Succession, XXII Duke of Braganza, Sovereign Grand Master of the Dynastic and Crown Chivalric Orders, the only to carry on the legitimate Line, following the Portuguese Monarchic Constitution of April 4th, 1838, modified by Royal Decree No. IX, promulgated on December 22nd, 1988, made public in Italy by means of the Acts of Notary Public Giovanni Barone of Vicenza (repertory No. 87834, collection No. 5065), registered at the Registry office of Vicenza, (No.137, Public Act of January 10th, 1989) received Apostile No. 10/89 as per Convention of Aja of October 10th, 1961, by Attorney of the Republic in Vicenza, on February 9th,1989. Enforcing what is provided in the New Provisional Portuguese Monarchic Constitution, using my ordinary powers, respecting my Majestic Predecessors and the Constitution, promulgate herewith the following

An operational agency to be involved in the field of promotion, development and protection of the financial resources of the Royal House is to be established. This agency will bear the name

First Royal Investment Capital

The seat of this entity will always be the seat of the Royal House of Portugal. It functions by the regulation of execution that shall be issued by December 31st, 2001. Nominations for Special Temporary Attorneys, acting for single operations or interventions will be provided.

Following the above Royal Decree, the First Royal Investment Capital came in life very soon. The logo chosen was an exploration and merchant sailing ship of the past centuries: the Caravelle, sailing under the Crown of the Royal House of Portugal.
