SECTION I

 

"NORMS OF GENERAL CHARACTER"

 

 

Article 1

1. The Royal House of Portugal, Constitutional line descending from HM Dom Carlos, the penultimate King of Portugal, already a sovereign nation, governed by Heads of the House of Bragança as Kings of Portugal from 1640 till 1910, has constituted itself in an Institution of International Law, also to the initiative of the "INTERNATIONAL INSTITUTE FOR DIPLOMATIC RELATIONS", the "FO.C.RE.P." and "A.C.RE.P." and has been renewed for the defence of the peace and security of all the people of the world, a norm of international human rights.

2. The Royal House of Portugal adheres to the form, the substance and the spirit of the Universal declaration of the Human Rights, of December 10th, 1948 and following ones, to the International Convention of Aja of 1899 and 1907, to the Final Act of the Helsinki Conference of 1975, for the Self-determination of People.

3. All the members of the "INTERNATIONAL INSTITUTE FOR DIPLOMATIC RELATIONS", the "FO.C.RE.P." and "A.C.RE.P.", as well as the ones to whom the Chivalric Orders and Noble titles were conferred, friends of the Royal House of Portugal, by right, if not otherwise where noticed by anyone, become "Associated Honourable Citizens".

4. For the effective achievement of those elevated aims, an expressive declaration of obligation to form a contract with all and every nation in the world to give reciprocal help and collaboration, bestowing themselves a brotherhood within the Royal House of Portugal.

The Royal House of Portugal, as association of states, can give any moral, politic, diplomatic, cultural, religious, economical and social support to all Governments of the Nations, their people and respective parliamentary Institutions.

5. The Royal House of Portugal has no intentions of profit and respects the norms of public order of all the democratic states.

6. The Roayl House of Portugal has unlimited duration.

Article 2.

1. The Royal House of Portugal, for reasons of her internationality, has two natural seats, one in Vicenza, (Italy), Viale dell'Industria 22, the legal seat, and Lisbon, (Portugal), currently in Rua Pinheiro Chagas 68/RC, Parish of St. Sebastian of Pedeira.

2. The Royal House of Portugal can open, to the exclusive will of her legal heir and actual Dynastic representative, HRH Dom Rosario Poidimani, Saxon, Coburg, Gotha and Bragança, Duke of Bragança and Head of the House, delegations in the whole world, under the following denominations: Embassies, Consulates, Honorary Consulates and Diplomatic Missions.

3. Under the norms of the Vienna Convention of 1961 and 1963 (Diplomatic Relations - Consular Relations) , the Head of the Royal House, which is already a sovereign state, is equal in all to a Head of a State, and can accredit officially, to governments interested in diplomatic relations, own Ambassadors, Plenipotentiary Ministers and Delegates as well as the ones in charge of affairs.

4. The Royal House of Portugal uses the Coat of Arms belonging to it by right for centuries.

5. The Royal House of Portugal maintains its own traditional Constitutional Flag with "Blue" colour on the left, and "White" on the right side, with own coat of Arms on the partition.

Article 3.

1. The Royal House of Portugal is an International sovereign Institution, also because already a sovereign Nation, independent of States, parties, national or international organisations, political and religious.

2. Actual Dynastic representative is from now on, authorised to request, when he may find it opportune, recognition by Foreign States.

3. It (The Royal House of Portugal) is subject of International Law.

Article 4.

The Royal House of Portugal has, among others, also these goals:

1. The study and the diffusion of legal, cultural, and historic multiple aspects of the Constitutional line of The Royal House of Bragança; in particular its moral and historic inheritance, the succession of the Crown of Portugal, and its insertion into the general picture of the European Royal Houses in particular, and of the other continents in general.

2. In the name of the international human rights, by the means of diplomatic representatives, the guardianship of the peace, security and progress of all people on the Earth.

Article 5.

In order to pursue what has been established in previous article the Royal House of Portugal has to:

1. Instigate and carry out a study of the formation of the Royal House of Bragança and her international historic dimension in the service to the Crown, which brought a lot of light throughout the centuries to the whole world;

2. Promote and develop the study of biographies, and moral as well as historic values, through the centuries, of all the Kings of Portugal, Dukes of Bragança.

3. Promote the crucial debate about historical and legal succession of the Royal House of Bragança and the Crown, after the death of Dom Carlos I and Dom Manuel II, the last Kings.

4. Promote the divulgation, the study and the respect of the Monarchic Constitution of 1838, and successive additions, as well as modifications updated to actual time, as here in CAPITOL II;

5. Promote the diffusion of the documents compiled for the Dukes of Bragança, within culture and history of Europe as well as other continents, in particular in Portuguese and Italian.

6. Propose to the Head of the Royal House, HRH Dom Rosario Poidimani, Saxon Coburg Gotha and Bragança, attribution of medals, decorations, Noble Titles and Titles of Honour, as provided by Monarchic laws and re-established with Royal Decrees or "Sovereign Acts" of the actual representative of the Royal House, persons of recognised merit in social, cultural and scientific life.

7. Give moral, intellectual, religious, economical social and diplomatic support to all the people of the world, and especially to those in need.

8. Organise an editorial structure for diffusion of books, revisions and other means of communication, for prosecution of her social objects.

Article 6.

The quality of "Associated Citizen" of the Royal House of Portugal is obtained:

Article 7.

1. The Royal House of Portugal admits the following categories of "associated citizens":

2. "Associated citizens - founders", are all those who have integrated the Constitution of the Royal House of Portugal.

3. "Associated effective citizens" are all those who were admitted in succession, and have corresponded to the established taxes.

4. "Associated honorary citizens" are persons, national and foreign Institutions, who dedicated themselves, with deserved distinction, to the activities of the Royal House Of Portugal. They do not exercise the voting right, but can express their opinion.

5. "Associated supporting citizens " have demonstrated sensation in supporting and bear above all economically the aims and initiatives of the Royal House of Portugal. They are equalled to the "associated effective citizens ".

Article 8.

The rights of the "associated citizens" are:

1. to benefit from the rights provided by the Monarchic Constitution of the Royal House;

2. to participate fully and freely, in all the activities of the Royal House of Portugal;

3. to elect and be elected to the Organs of the Royal House of Portugal, according to Monarchic Constitution as in Chapter II;

4. to cover, if necessary, other charges within Royal House of Portugal, Constitutionally possible and compatible.

Article 9.

The duties of the "associated citizens" are:

1. to conform to the statutes and Monarchic Constitution as in Section II;

2. to participate in the assemblies, meetings and other activities of the Royal House.

3. to divulge and defend the statutory and constitutional objects of the Royal House;

4. to diligently exercise the charges they have been elected for;

5. to execute all that issued by the Organs of the Royal House;

6. to timely correspond to taxes provided or else rendered necessary for maintenance and activities of the Royal House.

Article 10.

1. The "associated effective citizens" are obliged to pay the admission tax and annual one that will be established by internal communication.

2. The "associated supportive citizens" are bound to pay adequate admission tax as well as annual one provided for "associated effective citizens".

3. When the "associated citizens" are a group of persons, both the admission and the annual taxes are established case by case.

4. The Royal House of Portugal accepts whatever offers and Donations in money, movable or immovable goods, whether in Portugal or in Italy, or in whatever country in the world. As recognition, it will be proposed to the Head of the Royal House, to give the concession to one of the Honour or Noble Titles, etc., as provided in paragraph "F" of the Article 5, to the favour of the Donator.

5. In all the cases, the "associated citizens" are obliged to concord to life and defence of the Royal House of Portugal, within limits of their respective possibilities.

6. The quality of "associated citizens" can be lost:

a) By renunciation (this does not exempt the payment the taxes for the current year);

b) For the loss of any of the requisites, based on which the admission to The Royal House of Portugal has been done;

c) For significant reasons of unworthiness;

d) For failing to pay the taxes in the established terms;

Competent to decide in cases provided in "b" and "c" of this article, is the Head of the Royal House of Portugal, HRH Dom Rosario Poidimani, Saxon Coburg Gotha and Bragança, legitimate and only legal representative.

Article 11.

1. The "associated citizens" who violate the present "General Norms" or do not execute resolutions, regular dispositions or determinations of The Royal House of Portugal, or shatter The Monarchic Constitution of 1838 and modifications still in power, as in Section II, entirely reported, are subject to:

2. The recall and suspension for a year can be appealed in written petition and presented to the Head of the Royal House within fifteen days.

3. Expulsion is the competency of the Head of the Royal House, and can not be appealed.

4. All the "associated citizens" have the fundamental obligation of respect to the unbeatable legitimacy of institutions in power in respective States, as well as to be non-violent for defence of the rights and law.

Article 12.

1. The modifications to the present norms can be executed by 51% of "associated citizens - founders" present with voting right.

Article 13.

To any single or group, one vote is destined. The vote of the Head of the Royal House is conclusive.

Article 14.

1. The Promoter and founder, the Head of the Royal House of Portugal, HRH Dom Rosario Poidimani, Saxon Coburg Gotha and Bragança, Duke of Bragança, Constitutional line, is nominated President and Administrator for life. The succession is by right of his legitimate Heirs, if not otherwise declared by the last will.

2. HRH Dona Maria Pia Saxon Coburg Gotha and Bragança, daughter of the penultimate King of Portugal, Dom Carlos I, and the sister of the Last King Dom Manuel II, who has abdicated respective rights and duties in favour of HRH Dom Rosario Poidimani, Saxon Coburg Gotha and Bragança, Duke of Bragança, in bosom of the Crown of Portugal, by Public Act of April 3rd, 1987, Public Notary Giovanni Barone of Vicenza, and April 14th, 1987, Notary office of Lisbon, who passed on May 6th,1995, was nominated Honorary President for life.

3. The Head of the Royal House of Portugal:

Article 15.

The General Assembly of the Royal House will reunite extraordinar to the call of her Head or at least 80% of the "associated citizens", by full respect of their rights.

Article 16.

1. The General Assembly of the Royal House has to be convened by its Head by a notice of at least eight days in advance, and due to the internationality of the Institution, can be held either in Portugal, Italy or any other country in the world.

2. The convocation has to be done by means of a secured or registered letter (AR), sent to the domicile of everyone having the right.

3. In case of urgent Assembly of the Royal House, the convocation can be made by means of publication in the official journal of the Republic of Portugal or Italy, or in any daily newspaper of one of the nations, at least 48 hours in advance.

4. The General Assembly of the Royal House will reunite at the time and place stated in the convocation, always provided at least more than half of those having the voting right; on the contrary, the reunion will take place an hour later, with whatever number of participants.

Article 17.

During the course of the assembly, the Head of the Royal House nominates the Grand Chancellor.

Article 18.

It is competence of the Head of the Royal House of Portugal:

A. to convene the General assembly and sign the respective notices of convocation;

B. to preside the General assembly and to exercise discipline of the reunion;

C. to sign, together with the Grand Chancellor, the Acts of the General Assembly;

D. To give charges to elected members, and have the respective documents undersigned;

Article 19.

1. Absolute majority of the votes, of those who have the right makes the decisions.

2. The absent ones can be represented in assembly by delegates; everyone can represent a maximum of ten absents.

Article 20.

1. Furthermore, it is competence of the Head of the Royal House HRH Dom Rosario Poidimani Saxon Coburg Gotha of Bragança, Duke of Bragança:

a) To Direct and co-ordinate the activities of the House;

b) To order the execution of the decisions of the General Assembly;

c) To admit and reject enrolments of the applicants;

d) To elaborate internal regulations necessary for the good functioning of the House;

e) To represent the Royal House in Law and elsewhere, whether in Portugal or Italy or any other part.

f) To execute the different attributes in concession which are own by the Law, the Statutes and Monarchic Constitution;

g) To co-ordinate the reunions;

2. The Head of the Royal House may, when essential, be represented by a person of his choice, to which he shall give a mandate granting special powers.

Article 21.

The attributes of the Head of the Royal House of Portugal are:

a) Execute the assimilation to the legal system of writings and documents of the House, whenever he judges opportune;

b) Assist the fiscal reunions of the House, whenever he judges opportune;

c) To give approval to eventual charges to assume.

Article 22.

1. Nomination of a Commission of Honour within Royal House of Portugal is provided, it will be composed of single persons or groups, national or foreign, of recognised national or international merit in the fields of diplomatic, social in general, historic, in particular the heraldic, medallists or similar sciences.

2. The number of the members of the Commissions is not determined.

3. The Head of the Royal House preserves the right to integrate into the Commission whichever person to his own approval.

4. The Commission of Honour has consulting function, concerning all the opinions to the arguments that will be submitted to the Head, for the effects of said functions.

Article 23.

The property of Royal House of Portugal is constituted, among others, of:

a) The taxes of the "associated citizens";

b) Offers and Donations in money, movable and immovable goods, from whichever person or entity, existing in whatever part of the world.

c) Offers and Donations in money, movable and immovable goods, in Portugal, Italy and anywhere else, as spontaneous recognition in front of concession of Noble or Honour Titles etc., from the Head of the Royal House of Bragança of Portugal;

d) Whatever form of legal entry.

Article 24.

1. For the exclusive decision of The Promoter and founder, HRH Dom Rosario Poidimani, Saxon Coburg Gotha and Bragança, Duke of Bragança, the Head of the Royal House of Portugal, the capital can be assigned to charity in Portugal, Italy or to foreign one, deducting the costs of the management of the Royal House.

2. In case of ceasing of the activities of the Royal House of Portugal, the property has to be destined to charity institutions in Portugal, Italy and foreign ones, deducted the eventual charges of the House, and eventual activities will be assigned by the Duke of Bragança to philanthropic and cultural entities.

Article 25.

1. The activities of the Royal House can cease exclusively for the will of its Head, HRH the Duke of Bragança, Dom Rosario Poidimani, or his legal heirs and successors.

Article 26.

2. The Royal House of Portugal, coinciding the 150th anniversary (1838-1988) of the promulgation of the Portuguese Monarchic Constitutional Chart, still in force, has instituted an international, permanent, yearly award, for those who distinguish in labour, profession, in the scientific field of labour and generosity, etc. The award, dedicated to the Duke of Bragança, consists of a sum of monies, which will be established every time, and a "world-wide Attestation HRH Dom Rosario Duke of Bragança Head of the Constitutional line of the Royal House of Portugal, for culture, history, communication, exchange and public relation"

Article 27.

1. The "ROYAL ACADEMY FOR SCIENCES", founded in Lisbon in 1779, and since then in the cultural patrimony of the Royal House of Portugal, will be re-established, to allow a better deepening of the study of all that is provided in articles 4 and 5, that constitutes the necessary assumption as to carry out whatever action placed in in national or international entities.

2. The Royal House of Portugal institutes a new international Academy denominated "Foundation Diplomatic Academy of International Law of the Royal House of Portugal", to allow a better deepening of the study of diplomatic and consular law, one of the most important disciplines among legal, political, economic and social sciences of the international community that constitutes necessary assumption to carry out whatever action in the very same Community, also the "International foundation of Legal studies for institutionalisation of the Royal House of Portugal.

3. By right, the Rector of the entities in chapters number 1 and 2, is the Duke of Bragança, Head of the Royal House of Bragança. Unless otherwise stated in His last will, he will be succeeded, always by right, by his legitimate Heirs.

Article 28.

To all those, even if not "associated citizens", who have demonstrated to have contributed to the development of international reports, attests named "Meritorious of Royal House of Portugal" and "Friend or Royal House" will be released.

Article 29.

Every year, thanks to the generosity of the "associated citizens" of the Royal House, a convenient number of scholarships for valuable studies, have to be assigned, decided by time to time, to youngsters in need, that did not reach the age of seventeen, either in Portugal, Italy or in any other part of the world.

Article 30.

Various aims will be published and promoted punctually in the periodic "Diplomatic Passport Royal House of Portugal", the official organ of the institution, which periodically, in all parts of the world, reaches for Diplomatic and Consular authorities, Royal Houses, Heads of the States, governmental organs, press bringing them together to an ideal dialog, interesting to all and stimulating to an diligent and passionate collaboration in achieving the aims of the Royal House.

Article 31.

The Royal House of Portugal is empowered to support all the "associated citizens", the voting either by referendum or secret voting, also by correspondence, to approve the new initiatives and proposals.

Article 32.

1. The Royal House of Portugal renews all the charges and functions including those diplomatic, as provided by the Monarchic Constitution of 1838, in force, and following one, as here in Chapter II, of the Royal House of Portugal, that are not in contrast to laws in force in various countries, where different diplomatic representatives shall be nominated, and allowed to execute actively all his constitutional functions.

2. For Diplomatic and Constitutional charges, only of highest merits persons in human relations and substantial diplomacy will be accepted. The above mentioned persons who above this might have a prestigious seat at disposition, where Emblems and Flag of the Royal House of Portugal may be exposed, and where they fulfil all their respective relations. Persons carrying those charges, as pure honorary charge, have also to be ready to contribute economically to the maintenance of the general costs of managing the complete institution, here included the assignment of eventual scholarships for studies, and other charity operations.

The Diplomatic charges provided in paragraph 2 of article 2, in all adherent and non-adherent nations are:

a) Ambassador or General counsellor;

b) General Consul or Counsellor 1st class;

c) Consul or Counsellor 2nd class;

d) Vice-consul or Counsellor 3rd class.

 

The Charges and qualities are not "Honoris Causa", but valid in all their effects; but they can not be identified, as they are not identified, as those conferred by foreign States to Royal House of Portugal. Furthermore, Honorary conferment is provided to those in chapters "a","b","c","d".

3. No compensation is provided for the charges as in chapters 1 and 2 of this article.

4. A diplomatic passport will be released to all diplomatic representatives of the Royal House of Portugal, which has to be presented obligatory together with the national passport of the respective Country one comes from. Otherwise, the said diplomatic passport loses the efficiency. Furthermore, a Decree of nomination, reporting the quality, and two diplomatic or consular registration plates and other insignia consisting of acoustic signalling system, with writing of Royal House of Portugal with colours different to whatever public institution in whatever state, will be released, and all this shall be exclusively used during the execution of activities in favour of the House, always respecting and observing the laws of the host country.

Whatever violation will be punished with suspension, and in grave cases, expulsion. All accredited members must have the right to diplomatic immunity, as in international conventions (Diplomatic Relations - Consular Relations)

5. All documentation will be transmitted to the international Governments and Organs interested in "taking vision", and eventual judgement and acceptance of the nominated diplomatic representative. In case of denial, these will execute respective mandate in a private form, "Honoris Causa", and of course under full respect of laws in force of the host country.

Every violation will cause immediate recall of the charge and expulsion, over, obviously, responsibility for penalty that may come to.

Article 33.

1. The reports with States, National and International Entities shall be held by the Head of the Royal House or by a person nominated by Him; In absence of these, the Grand Chancellor or the responsible of the department for foreign affairs of the House.

2. The Royal House institutes the Department for foreign affairs with the aim to develop, by means of its various experts, all the social, sanitary, cultural, ecological, economical, commercial etc. tasks, as well as to keep the diplomatic reports between the people.

3. The Royal House institutes the following official languages for international reports: Portuguese, Italian, French and English.

Article 34.

The Royal House of Portugal is called in order ideally to international organisms of United Nations, and to the Constitutional Chart for the Human Rights of December 10th, 1948, and makes it here known, approved and immediately reported, that it institutes the following Departments, Commissions, Councils and other, that will be scheduled with respective goals.

 

COMMISSION FOR HUMAN RIGHTS

1. Commission for human rights works for the protection and expansion of the spiritual, cultural, biological and moral aspects of human beings executes and defends the dignity of the human being as such, fights against the violation of the human right and fundamental liberties.

2. It proclaims that social justice is a need, but actually it is an obligation from which nobody can evade; this social justice has to be applied with dignity, equity, and relative personal sacrifices, sometimes also honourable, prevailing the superiority and the self-centeredness that torture the spirit, the sane and the arm.

3. It nominates the international High Commissioners, with intention to prevent and eliminate any form of Constitutional illegitimacy that may be verified in those nations with tyrannous, dictatorial absolute and pseudonymous democratic regimes.

4. It denounces to the United Nations which States activate police torture and sanguinary imprisonment, as well as "legal farce" completed by death sentences.

5. It rejects and condems whatever type of war or urban guerrilla.

6. It intends to create an international foundation of assistance for all those who are prosecuted, killed and for the invalids of torture.

ECUMENICAL COMMISSION

It is a unit of dialog and brotherly meeting of people of good will, of various religions and civilisations. It proposes ecumenism between Christians and those of monotheist religions, with full respect of any religious belief.

DEPARTMENT FOR INDUSTRY AND AMBIENCE

Department for industry and ambience has the scope to improve and safeguard the human habitat because it has to be out of contamination an pollution. It operates because it is human to be more protected in the development and opening out of the various working activities, favouring personality and creativity.

ECONOMIC AND FINANCIAL DEPARTMENT

Economic and financial department works because in the development of the world economy the legitimate rights of the singles and communities should be respected. It makes efforts as far as everybody has arranged economical vehicles to manage an dignified existence. It favours the financial and economic co-operation between entities, states and privates.

COMMISSION FOR INTERVENTIONS IN THE THIRD WORLD COUNTRIES

1. The commission operates with the aim to make the more developed nations interested in the problems of the Third World Countries, and to favours collaboration and interventions that will contribute to the future development of the same.

2. The commission contains racism, considering it an uncivilised phenomenon of prosecution mania.

DEPARTMENT FOR AGRICULTURE

Department for agriculture has the aim to make the public opinion more sensible about the primary role that agriculture bear in whatever hypotheses of the society. It researches and proposes, by the means of studies, the solutions for development of the sector.

DEPARTMENT FOR THE DEVELOPMENT OF THE INTERNATIONAL COMMERCIAL EXCHANGE

The goal of the department is set to give the ample and practical collaboration and assistance for the development and perfectioning the relationships between commercial enterprises, industrials, association, public and private entities; co-operate in organization of fairs and conventions; collaborate with governmental and non-governmental authorities, at national and international level.

DEPARTMENT FOR TOURISM, PERFORMANCE AND SOCIAL COMMUNICATION

The goal of department for tourism is set to create a justified knowledge of how to use the mass-media, as these are not instruments to misinform masses, but vehicles to inform and dedicated to the truth, to benefit all the public opinion. However the Department is interested in the promotion of opera, libraries, television, radio, press, cinema and tourism in general, as to assure to public opinion constructive instruments of cultural and social elevations.

COMMISSION FOR PROTECTION OF THE HEALTH AND THE AMBIENCE

The commission for protection of the health and the ambience assumes initiatives for safeguarding the physic health and the normal human being in its own ambience, promotes scientific research, and studies, and all that could be valid to fight the illness.

DEPARTMENT FOR CULTURE AND INSTRUCTIONS

1. By the means of the "Royal Academy of Science", the department for culture and instructions promotes the culture and the science as far as it is human to always be more aware of oneself, and of one's rule in the society and the world, because by the level of the culture depends also the welfare, the civil development, and the peace. To that end, the department creates an apolitical cultural and opinion movement, through seminars, round tables, schools etc.

2. The Merits of whichever citizen, when they were efficient for the social progress of the nations, will be kept in high consideration and privilege of governments of the states, as well as recompensed without further prejudgements and obstacles. Today, self-didactic, eclectic and scientists are rarely appreciated; indeed, instead of encouraging and admiring the benefits of these loyal servants of the cultural world, a dense disguised persecution is assisted, that puts under accusation the intelligence, as lacked the "Royal Academy of Science". In a number of cases, a scientist is forced to continue the studies and research in other nations.

3. The task provided in articles 4 and 5 of the present general norms is entrusted.

4. The department has the power to institute public and private universities, as well as superior institutes for research and study, all independent from the States.

INTERNATIONAL COURT FOR ECOLOGY

1. The aim is to protect the quality of human, aninal and vegetal life from the fatal pollution and to permit to the victims of the industrial countries to bring their claims and ask for defence and safeguard of the anviroment in which they live, beyond the frontiers, in front of the "International Apolitical Legal Court".

2. The court rejects and condemns atomic experiments and nuclear weapon in general, as well as chemical and biological ones, a sign of incivility and social as well as political regress.

CLUB OF PEACE

1. Participants are ambassadors, men of politics, of culture, of the arts, of economy etc. The aim is to promote international understanding and peace, to develop understanding and friendship between its members, to become promoters of peace in service of communities they are representing.

2. By unanimity of the world's civil and democratic population, a long lasting peace will be achieved, giving the security to the states.

3. The Diplomacy for peaceful extension should be actuated with all Nations, of whatever political ideology, keeping the right to independence and not interfering with internal political affairs of whatever government.

4. The Royal House condemns whatever political, religious or racial persecution.

DEPARTMENT FOR CONSULTATION, CO-ORDINATION AND CO-OPERATION

The department for consultation has been instituted with the aim to co-ordinate the various activities of the Royal House of Portugal. That is the reason why it is in the position to offer advice to entities and organisms either at the level of a study, or the practical-operative realisation in all the sectors of interest of the Royal House of Portugal

Article 35

1. The President for life of whatever Department, Commission or other, by right, is the Head of the Royal House, Duke of Bragança. Unless otherwise stated in His last will, he will be succeeded, always by right, by his legitimate Heirs.

2. All Departments, Commissions and other, are composed of the President, Vice President and General Secretary.

The assignment of the charges of Vice President and General Secretary of all entities is exclusive right of the Head of the Royal House, or of one of His procurators, to whom, in every case, the power to decide is assigned.

Article 36

The Royal House of Portugal further institutes, to its better capillary function, especially for what provided in article 34:

The Administrative Office and General Vice Administrative Office of the Presidency of the Commissions, Departments and other;

Diplomatic Council of the Royal House;

Council for European Union;

Council for the problems of Justice;

Council for the problems of work and occupation;

Council for the Information and Press services;

Council for the Social services;

Council for the Reserved Affairs;

Department for Foreign Relations; (Diplomatic Relations - Consular Relations)

Council for the Diplomatic, Political and Parliamentary Relations;

Permanent Council for Security, consisting of one Police Superintendent, two Vice Superintendents, Secretary and Vice Secretary;

Council for the Female Conditions in the World;

Council for the Human Rights;

Council for the African, American, Asiatic, European, Indian and Middle east questions.

All the above said institutions depend from various Departments, Commissions and other, and respective representatives, and together with the Head, the Legitimate Representative of the Royal House of Portugal, form the "Supreme Council of Security", which will be convened in case of maximal urgency and extreme importance.

No deliberations voted and emanated by "Supreme Council of Security" can be appealed.

Article 36

1. The Head of the Constitutional line of the Royal House of Portugal has the power to provide, whenever He may find opportune, national and/or international, public and private, and in particular the one of United Nations recognition.

2. The Royal House can collaborate with institutions or organisations within the UN, and with all the Governments of the World, also in exile, with the "International Institute for Diplomatic Relations" (IIRD), with all the Parliaments of the Nations, and especially with Royal Houses of Europe and the World, as well as the "world-wide Parliament for Security and Peace", the "University for Peace of the United Nations of Costa Rica" with International Noble Archive of Principate of Andorra, and all those other organisms, national or international, public or private, which deems necessary.

Article 37

1. Regulations relativing to the execution of the "General Norms" have to be emanated.

2. Decrees for the creation of national an international legal organisms, and Acts to promote legal institutions to superintend and protect all provided, have to be issued.

3. Those emanations and issues of relating and decrees are intended to be integral parts of these "General Norms".

Article 38

The Royal House of Portugal constitutes, for its immediate action also:

Participating in the above institutions are eminent persons specialised in the international Law, scientists, representatives of national and international ecological and heraldic organisations etc.

President by right is the Head of the Royal House borne Portugal, although the function of General Procurator is borne by the Grand Chancellor, or other person expressively nominated; among other specialists of single matters, also high Magistrates can be nominated.

No judgements issued can be appealed.

2.

President, by right, is the Head of the House.

Article 39

As from now, a Grand Office for protection of the Chivalric Orders and the Noble Titles of the Royal House of Portugal, is instituted.

The assignment of said charges is exclusive right of the Head of the Royal House and his Legitimate Heir.

EXPLICIT DISPOSITIONS

Article 40

Conforming to what disposed and as integration to numbers 1 and 3 of article 37 and in addition to the paragraph "F" of article 5, of the "General Norms", it is established that for medals, decorations and Honourable Titles to be attributed by the Head of the Royal House of Portugal, Duke of Bragança, are intended also two Royal Orders, already operational, the one of "Our Lady of Impeccable Conception of Vila Viçosa" and "Noble Dames of St. Isabelle", those restored by:
